How to respond to a public tender in Algeria: step-by-step guide

To respond to a public tender in Algeria, use a monitoring platform such as DEELConseil to identify the notice, then obtain and analyse the tender specifications, assemble the administrative, technical and financial files, and submit three sealed envelopes before the deadline.

Steps

  1. Identify the tender. Find the notice in the BOMOP, BAOSEM, press (via ANEP) or wilaya portals, and note the reference, authority and deadline.
  2. Qualify the opportunity. Check eligibility, sector fit, required references, financial capacity and whether the tender is national or international.
  3. Withdraw the tender specifications. Obtain the cahier des charges from the contracting authority, usually against a fee, and read the instructions to bidders carefully.
  4. Ask clarification questions. Submit written questions within the window allowed by the authority.
  5. Prepare the administrative file. Gather company registration, tax and social-security certificates, declarations and powers of attorney, translated and legalised where required.
  6. Prepare the technical offer. Document methodology, references, resources and schedule exactly as requested by the evaluation grid.
  7. Prepare the financial offer and guarantees. Price in the requested currency and format, and provide the bid bond (caution de soumission) if required.
  8. Submit before the deadline. Deliver the sealed envelopes to the address and time stated; late bids are rejected. Then follow the opening session and award notification.

Why do foreign bids get rejected?

Most rejections come from missing or non-compliant administrative documents, not from price. A pre-submission compliance review is the cheapest way to avoid it.

Can DEELConseil prepare the bid for me?

Yes. For each tender you decide to pursue, DEELConseil quotes a per-bid service covering follow-up and administrative liaison, with a further fee payable only once the bid is awarded. If you prefer to bid in-house, the monitoring subscription alone gives you the tenders, translation and alerts.
