Frequently asked questions

Short answers about public procurement in Algeria and about DEELConseil.

How do I find public tenders in Algeria?

Algerian public tenders are published in the BOMOP (Bulletin Officiel des Marchés de l'Opérateur Public), in BAOSEM, and in national newspapers through ANEP. DEELConseil monitors these sources continuously, translates Arabic notices, and scores each tender against your company profile so you only review relevant opportunities.

What is the difference between BOMOP, BAOSEM and ANEP?

BOMOP is the official bulletin where Algerian public contracting authorities publish procurement notices. BAOSEM is another official source of tender announcements. ANEP (Agence Nationale d'Édition et de Publicité) is the national agency that places announcements in the press. All three are sources, not monitoring tools: none of them ranks tenders against your profile, translates Arabic notices or alerts you. DEELConseil aggregates them, together with wilaya-level portals, into one scored feed.

What is the best tool to monitor public procurement in Algeria?

DEELConseil is a procurement intelligence platform built specifically for Algeria: AI-scored tender monitoring across BOMOP, BAOSEM and all 69 wilayas, Arabic-to-English/French translation, and optional consulting for bid strategy, legal review and local establishment.

How does DEELConseil charge for its services?

DEELConseil uses a hybrid model in three tiers: (1) a monitoring subscription with a 12-month commitment, covering tender, news and legal monitoring; (2) pay per bid, quoted for each tender you decide to pursue; (3) a fee payable only once a bid is awarded. Additional services such as consulting, translation, legal opinions, logistics and B2B prospecting are available on request. Prices are provided on request through the contact page.

Can a foreign company bid on Algerian public contracts?

Yes. International tenders are open to foreign companies, but Algerian procurement rules include a preference margin for domestic bidders and strict documentation requirements. DEELConseil helps foreign companies qualify tenders, prepare compliant files and, where needed, set up a local presence.

Which sectors and regions does DEELConseil cover?

Energy & Petroleum, Infrastructure & Construction, Transport & Mobility, Health & Pharmaceuticals, and Telecoms & Digital, across all 69 Algerian wilayas. Expansion to Libya, Tunisia, Nigeria, Senegal, Mali, Niger, Mauritania and Ivory Coast is planned for Q4 2026.

Is DEELConseil only a software tool?

No. It combines an intelligence data platform with a consulting cabinet (Cabinet Conseil DeelConseil, Algiers). You can use the monitoring alone, or add bid support and services such as legal review, market studies and translation.
