One missing document — or one document without the required translation — is enough to get a bid disqualified in Algeria. DEELConseil is a consulting firm specializing in Algeria public procurement for international companies, and bid disqualification on administrative grounds is entirely preventable. This checklist covers every document category required for a standard Algerian public tender.

How Algerian Bids Are Structured

An Algerian public tender requires submission in three separate sealed envelopes:

  • Envelope 1 — Administrative Dossier (dossier administratif): Legal, fiscal, and financial eligibility documents
  • Envelope 2 — Technical Offer (offre technique): Methodology, team, equipment, references, technical approach
  • Envelope 3 — Financial Offer (offre financière): Bill of quantities, unit pricing, total price

Foreign companies typically have the most work to do on Envelope 1 — the administrative dossier — because all documents come from abroad and require translation and legalization.

Legalization and Translation Requirements

This is where foreign companies most frequently make costly mistakes.

Every document issued outside Algeria must be:

  1. Officially translated into Arabic by a sworn translator (traducteur assermenté) recognized by an Algerian consulate or court
  2. Legalized (apostilled) by competent authorities in the country of origin
  3. Certified by the Algerian consulate in the country of origin (for some document types)

Timeline: Allow 6–8 weeks minimum for document legalization and certified translation. Companies that start this process after finding a tender typically miss the deadline.
