Why DEELConseil was built — and why now

Algeria has one of the largest public procurement markets in Africa — over €75 billion per year, across five high-growth sectors. And yet, the vast majority of the 1,100+ international tenders published annually go undetected by foreign companies until it is too late to compete effectively.

DEELConseil was built to be that access — combining a purpose-built AI intelligence platform with the human expertise that no algorithm alone can replace.

2021
The Conviction
DEELConseil is founded in Algiers on a simple observation: qualified foreign companies were losing Algerian public contracts not for lack of capability, but for lack of market intelligence. The concept is defined: build the intelligence infrastructure that doesn't exist yet.
2021–2025
Building the Infrastructure
Years spent building the crawler network across BOMOP, BAOSEM, and wilaya-level portals, training the Arabic NLP model, and assembling a historical database now covering tens of thousands of Algerian public tenders.
2026
Opening the Platform
DEELConseil opens its intelligence platform and consulting services to the market, backed by a growing network of local legal, financial, and operational partners across Algeria.
