Algeria's energy sector represents 43% of total public investment. Sonatrach alone engages over €14B/year in works and supply contracts. The renewables transition is accelerating: the PNEREE plan targets 22 GW by 2030, with 15 GW already open to tender.

Highways, ports, universities — the historic pillar of Algerian public procurement.

The 2025–2030 Five-Year Plan allocates €95B to infrastructure. ADE (water) and AADL (housing) alone generate over 200 annual tenders. Structural engineering contracts are of particular interest to European civil engineering firms.

Metro, trams, rail — an unprecedented expansion programme in North Africa.

Algeria's rail network is expanding from 4,900 to 12,500 km by 2035. Five tram lines are being extended simultaneously. SERPORT annually procures over €1.2B in port equipment and dredging.

The 2026 finance law allocates €4.8B to health. ENDIMED and MEM centralise equipment procurement for 30 university hospitals. Since 2022, Decree 15-247 requires minimum 25% local integration on medical devices.

Fibre, 5G, digital sovereignty — Algeria commits €6B over five years.

Algérie Télécom and ANPT are leading a plan for 100% wilaya fibre coverage by 2027. The 2024 5G tender generated 14 international submissions. The 'Algérie Numérique 2030' strategy gives 12 ministries their own IT budgets.
