Sonatrach, SONELGAZ, ENR — the three pillars of Algeria's most active market.
Five markets. One integrated read.
Each sector has a quarterly-updated annual dossier, and real-time watch on tenders and awards.
Energy & Petroleum
— Sonatrach, SONELGAZ, ENR — the three pillars of Algeria's most active market.
Algeria's energy sector represents 43% of total public investment. Sonatrach alone engages over €14B/year in works and supply contracts. The renewables transition is accelerating: the PNEREE plan targets 22 GW by 2030, with 15 GW already open to tender.
Infrastructure & Construction
— Highways, ports, universities — the historic pillar of Algerian public procurement.
The 2025–2030 Five-Year Plan allocates €95B to infrastructure. ADE (water) and AADL (housing) alone generate over 200 annual tenders. Structural engineering contracts are of particular interest to European civil engineering firms.
Transport & Mobility
— Metro, trams, rail — an unprecedented expansion programme in North Africa.
Algeria's rail network is expanding from 4,900 to 12,500 km by 2035. Five tram lines are being extended simultaneously. SERPORT annually procures over €1.2B in port equipment and dredging.
Health & Pharmaceuticals
— Hospitals, medicines, equipment — the fastest-growing sector post-Covid.
The 2026 finance law allocates €4.8B to health. ENDIMED and MEM centralise equipment procurement for 30 university hospitals. Since 2022, Decree 15-247 requires minimum 25% local integration on medical devices.
Telecoms & Digital
— Fibre, 5G, digital sovereignty — Algeria commits €6B over five years.
Algérie Télécom and ANPT are leading a plan for 100% wilaya fibre coverage by 2027. The 2024 5G tender generated 14 international submissions. The 'Algérie Numérique 2030' strategy gives 12 ministries their own IT budgets.
Agriculture & Agribusiness
— Irrigation, mechanisation, silos — food security at the heart of the five-year plan.
The 2025–2030 food security plan targets reduced grain and dairy imports through expanded irrigated land and modernised value chains. OAIC and wilaya directorates regularly launch equipment and storage infrastructure tenders.
Mining & Resources
— Gara Djebilet iron ore, Tébessa phosphates — Algeria is relaunching its flagship mining projects.
The Gara Djebilet iron ore project and the integrated Tébessa phosphate complex are driving multi-year investment, generating heavy-equipment, transport, and engineering-services tenders open to foreign partners.
Banking & Finance
— Banking digitalisation, financial inclusion — a public sector in full modernisation.
Algeria's state-owned banks (BEA, BNA, CPA, BDL...) are running IT modernisation and card-payment programmes to accelerate financial inclusion, generating tenders in information systems, cybersecurity, and advisory services.
Defense & Security
— Equipment, industrial sovereignty — a strategic sector with controlled access.
The defense sector favours local co-production and technology transfer through regulated industrial partnerships. Opportunities for foreign players mostly run through joint ventures with state entities.
The multi-vertical contracts create the largest opportunities.
Major Algerian programmes rarely stay within a single sector boundary. Our team reads these overlaps before formal publication.
